FEMA -- FINAL PUBLIC NOTICE

Pamlico County School District has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) funding through the North Carolina Emergency Management Agency (NCEMA) as a sub-recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone (SFHA): This project is to repair and replace building interior features and contents in-kind to pre-disaster conditions to the five middle school (complex) buildings located in flood zones shaded X (0.2% annual chance flood elevation) and AE (1% annual chance flood elevation). Confirmation of location in a SFHA was made by reference to the latest Flood Insurance Rate Map Panel 3720656000J dated 07/02/2004. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. The proposed work will be limited to the existing buildings and have no effect on the local floodplain. The proposed work has the potential to be affected due to its location in an SFHA. The action will be mitigated by protecting all interior features and contents by sealing the perimeter, installing French drains and installing portable flood gates at exterior doors.

 

Proposed Work and Purpose:

Pamlico County School District is requesting funds to repair and replace in-kind, damages caused by surface ground water flooding and wind driven rain and to dry flood proof the buildings as one unit. The purpose of this project is to repair public buildings to pre-disaster condition and protect the buildings from future impacts from flooding.

 

Project Alternatives: 

Alternative #1 (no action alternative): If no action is taken to seal the perimeter, install French drains and install portable flood gates at exterior doors of these public facilities, it will increase the danger of impact from surface water flooding during a severe weather event. 

 

Alternative #2: Relocating structures outside of the SFHA was evaluated. The cost to relocate or acquire and demolish these buildings is significantly greater than the cost to repair in-kind to pre-disaster conditions and mitigate future flood damages by sealing the perimeter, installing French drains and installing portable flood gates at exterior doors.
